Public Policy & Regulation

In a constantly changing technological environment, public policies must adapt to encourage the diffusion of new services throughout the territories, in particular in rural areas, and for the benefit of all segments of beneficiaries, both residential and professional. At the same time, they must ensure that the risks to the security of states and populations are controlled without restricting technological progress.

Public Policy Formulation and Evaluation

Horus T&U sets up multidisciplinary teams bringing together experts from the telecommunications and digital finance sectors and specialised lawyers to assist Government Agencies, Regulatory Authorities, donors and private players in the development of innovative digital services in compliance with national and private security requirements.

Our Value Added

Horus T&U has been involved for more than 25 years in the launch of fixed, mobile and Internet services in Africa, the Middle East and South-East Asia: exponential growth of 2G mobile telephony and ADSL, then 3G/4G mobile and fixed broadband (FTTx) and more recently the launch of digital financial services (Mobile Money, digital transfers, e-payment, e-government).
