Dominique Baron


Dominique Baron has over 30 years of experience in the infrastructure domain, particularly in the sectors of telecommunication, drinking water and electricity. He conducted numerous studies and consultancy projects in more than 50 countries in Africa, the Middle and Near-East, Asia and the Pacific region, Eastern Europe and Central and Southern America, for public institutions as well as private companies and investors. Dominique Baron conducted numerous market, economic and financial feasibility studies for telecommunication projects and was consulted by major telecommunication groups (Orange, Vivendi, Maroc Telecom, Etisalat, Digicel), international financial backers (World Bank, Asian Development Bank, French Development Agency – Proparco, KfW, the European Union) and also Governments and Public Authorities in Europe, Africa and Asia. He is experienced in managing projects and teams of consultants, particularly for the valuation operations of telecommunication operators for transfers or privatizations. Dominique Baron has been chairman of HORUS Telecom & Utilities since 2003.


Jean-Hubert Gallouet

General Manager

Jean-Hubert Gallouët is an engineer and an economist. He has been a consultant for over 35 years and specializes in organization, management and information systems for companies providing services to varied and decentralized customers in emerging countries. He notably took part in the development and radical changes of the sectors of telecommunications, post offices, savings banks and post office banks, agricultural development banks and, for over 20 years, in the expansion of microfinance. He is thus a founding partner of Advans group, a network of microfinance institutions currently counting 8 sites in Africa and Asia. Six or seven years ago, at the intersection of telecommunications and microfinance, mobile banking started to emerge. Very soon, Jean-Hubert Gallouët took an interest in it and designed and implemented the Noomadic platform, which allows the management of mobile banking networks in emerging countries.


François Rall

Associate senior consultant

François Rall graduated from EDHEC in 1999 and has been working for over 10 years in the telecommunication sector. Until 2003, he held operational positions as ADSL product manager and business analyst at Belgian operators Mobistar and Wanadoo Belgium. Thanks to this experience, he was able to participate in the development of business plans for new high-speed Internet services and to gain a thorough knowledge of ADSL and cable networks economics. Since 2004, as a consultant at HORUS Telecom & Utilities, he alternatively conducted operational marketing projects and participated in strategic projects for French, African and Middle-Eastern operators. He notably brought his expertise and multifaceted understanding of the sector to help international economic players to assess the profitability of new access or distribution networks, such as a WiMAX network in Peru or a FO network in Algeria. He participated, as a business planner or marketing expert, in numerous projects for launching mobile networks for a major international operator, particularly in Tunisia, Burkina Faso and Chad. He also actively took part in the launch of some important mobile banking projects in several African and Middle-Eastern countries, and in the development of innovative applications on the B-to-B market in France.
